This report presents the results of the audit of Natural Resources Conservation Service’s (NRCS) balance sheet as of September 30, 2018. The report contains an unmodified opinion on the balance sheet, as well as an assessment of NRCS’ internal controls over financial reporting and compliance with laws and regulations. KPMG LLP, an independent certified public accounting firm, conducted the audit. In connection with the contract, we reviewed KPMG LLP’s report and related documentation and inquired of its representatives

Recommendations

We recommend, specifically related to the entity-wide corporate accrual process, that NRCS management: A. Design, implement, and document policies and procedures that include documented internal controls which provide support that NRCS has reviewed the transactional data and assumptions used in its entity-wide expenses accrual process. B. Design, implement, and document policies and procedures that include documented internal controls which provide support that NRCS has reviewed all expenses excluded from its entity-wide accrual policy and evaluate the need for any additional accruals. C. Provide additional guidance and/or training to employees over the recording of transactions with future economic benefits.
